A St. Paul man was cited with carrying a weapon without a permit after a routine traffic stop early Sunday morning. Jaime Hugo Cuevas-Espinosa, 18, was pulled over after failing to make a complete stop, according to a University of Minnesota police report. The police stopped the vehicle on the corner of 17th Avenue S.E. and Fifth Street S.E. One of the passengers, David Chaidez, 18, was a confirmed Sureños 13 gang member, the report said. The Sureños 13 started in California and has recently spread its influence across the nation. As they approached the car, one of the officers smelled the odor of marijuana coming from the vehicle, the report said. The officers noted that Cuevas-Espinosa had bloodshot eyes. Assisting officers performed a search of the vehicle and passengers and found a switchblade in Cuevas-EspinosaâÄôs front pocket, according to the report. A passenger, who was a minor, was also cited for violating curfew, the report said. He said that the group was on their way to a club, which police later identified as the Loring Pasta Bar. Since there were no valid drivers, the car was towed to the Minneapolis Impound Lot, and all of the occupants were released at the scene, according to the report. Roosevelt Hunter Jr., 45, was in the passenger seat of a car that was pulled over on a routine traffic stop, according to a Minneapolis Police Department report. The officers made the stop near the corner of Union Street S.E. and Washington Avenue S.E., directly in front of the University of Minnesota Police Department. The driver of the car, Keriara Elaine Watson, 19, said she only had a permit and did not have a physical ID, according to the report. The officers interviewed Watson and Hunter separately after the information Watson gave them did not match up with the information in the database, according to the report. The report said Watson had trouble spelling her name correctly. Watson told the officers she knew Hunter only as âÄúJ,âÄù but had been dating him for about a month, according to the report. Hunter told the officers that he didnâÄôt know Watson, but was letting her drive his car to North Minneapolis. The officer interviewing Hunter asked to search him because of the conflicting stories, which Hunter allowed, according to the report. The officer found small, round, colored pills in two small plastic bags with âÄú4:20âÄù written on the front in HunterâÄôs coin pocket. The officer believed the pills to be ecstasy, according to the report. Watson was released on the scene. Hunter was arrested and booked at the Hennepin County Jail.
