While the national average for graduation rates is 75 percent, Minneapolis had a rate below 50 percent, according to the report.

The study included both public schools as well as charter schools, CBS reported.

Additionally, only four percent of Minneapolis high school students took the ACT of SAT tests, according to the report.

One out of four students on average do not graduate high school nation wide, according to the study.

Black students are more likely to be suspended than white students in every city studied other than Baton Rouge, the study reported.
