A Lakeville man who was charged last September for the sexual assault of a woman in the Southeast Como neighborhood entered a guilty plea Monday in Hennepin County District Court. Alexander Bouchier, 27, pleaded guilty to one felony count of fourth-degree sexual conduct. Sentencing will occur April 29, according to a representative from Judge Toddrick BarnetteâÄôs office. The Aug. 21, 2009 assault was captured by surveillance cameras inside Elmwood Apartments on Rollins Avenue Southeast. Bouchier has an extensive criminal past including three counts of indecent exposure between 2001 and 2005. Social host ordinance Although the social host ordinance introduced heavier consequences for hosting parties on campus, Minneapolis police are still approaching incidents on a case-by-case basis. Officers responded Saturday night to reports of drinking and possible drug use at a Southeast Como neighborhood party, according to a police report. Even though police witnessed numerous individuals leaving the homeâÄôs rear entrance and cited one female for minor consumption at the address, no action was taken against the residents. According to Minneapolis police Sgt. Jesse Garcia, officers are still exercising discretion when responding to party calls. âÄúSometimes cops will give warnings,âÄù Garcia said. âÄúNot all cases are handled the same because not all cases are the same.âÄù According to the police report, officers also charged one individual with fleeing an officer on foot and providing false information. Police charge fleeing skateboarders University police charged seven skateboarders Sunday night for prohibited skateboarding on University property. Four were also cited for fleeing on foot. Two bike security monitors alerted officers after noticing the group skateboarding on upper-level benches of the Washington Avenue Bridge, according to the police report. Officers eventually apprehended the skateboarders near Washington Avenue Southeast and Oak Street Southeast. While the Minneapolis Code of Ordinances prohibits use of skateboards on any pathways, officers tend to use discretion in assessing such cases, University police Deputy Chief Chuck Miner said. âÄúIf somebody is using it for a form of transportation to get from point A to point B, generally we donâÄôt issue citations for those actions,âÄù Miner said. According to University sophomore Benjamin Reiter, one of the skateboarders involved, the group was unaware they were being flagged by University police, which may have lead to the fleeing on foot charges. âÄúWe were just trying to push down the sidewalk to get home,âÄù Reiter said, âÄúThe whole time I was thinking, âÄòIf I had roller blades or a bicycle there would be no problem.âÄô âÄù Officers confiscated the skateboards from the group for the night, according to the police report.
