The man involved in the 38-hour standoff at the Graduate Hotel on the University of Minnesota campus in January is facing new felony charges after his previous charges were dropped due to lack of evidence.
Lincoln “Rashad” Bowman, a 46-year old from Woodbury, was originally charged for kidnapping and restraining a victim against her will on Jan. 28, according to court documents. Hennepin County Media Coordinator Chuck Laszewski said as police began investigating Bowman, their evidence for the charges “was not strong.” The charges were dropped on May 22.
Hennepin County is now charging Bowman with two felony charges for obstructing legal process and damaging property during the standoff, according to court documents.
Damages to the hotel are more than $32,000, according to court documents. Bowman currently faces a maximum penalty of 10 years in prison and a fine of $20,000.
During the standoff, Bowman told police he would harm any officer that entered and threatened to set the hotel on fire, according to court documents. Officers reportedly also heard sounds coming from inside the room resembling the sound of a weapon being “racked.”
Bowman was released from the Hennepin County’s Public Safety Facility on Thursday afternoon and has a court appearance on Friday for the new charges. He also has a warrant in Arizona’s Maricopa County for a nonviolent crime.
