ST. PAUL, Minn. (AP) âÄî House Democrats are proposing a budget plan that would include $1.5 billion in new taxes and about $840 million in budget cuts. House Speaker Margaret Anderson Kelliher on Thursday wouldn’t give details on where the new tax money would come from. She says the House taxes committee will work that out. The Democrats’ plan would also delay $1.8 billion worth of payments from the state to schools to help the state through a fiscal tight spot. She says the House budget preserves funding for education, including early childhood programs, public schools and colleges and universities. The House plan differs from that of Republican Gov. Tim Pawlenty in that it raises taxes and doesn’t touch settlement payments to the state from tobacco companies.
