Independence Party gubernatorial nominee Tom Horner released a proposal on Thursday detailing his plan for creating jobs throughout the state.

Included in the proposal is $30 million in research funding for Minnesota colleges and universities, including the University of Minnesota, and $145 million to help fund innovative startups.

Coupled with investments in research and technology, Horner proposed reducing the corporate tax rate and increasing research and development tax credits.

Focusing locally, Horner’s plan called for the state’s two-year colleges to match the needs of local businesses when determining program offerings.

He would also implement a $400 million bonding bill focusing on road and bridge construction to stimulate the economy and bolster the state’s transportation network.
