“Down with the tyrant!” chanted the mob outside Elmo’s palace window. He looked down on the crowds through narrowly parted curtains and resolved to maintain his despotic course.
The weather is not subject to the whims of the masses, and Elmo was not about to let a mere referendum determine the elements.
“Not only will the vote remain invalid, but today will become cloudy with a chance of light snow and highs in the upper 20s. Clouds will increase overnight, as will the chance of snow until Thursday, when the temperature will reach the upper 20s,” he said aloud.
Elmo left the window, satisfied with his beneficence, and ordered in the tanks.
